JOB DESCRIPTION
Transition Assistance Advisor

Place of Performance:
Columbia, SC

Responsibilities
Operate statewide and provide training and/or advocacy to all SCNG Guard members and their Families in identifying, navigating, and receiving benefits that are available to them. These services will be provided and during Inactive Duty Training (IDT) and Annual Training (AT) at identified unit level events within the VAS area of operation.

Provide information and assistance to SCNG Guard members and their families in understanding and obtaining benefits and services through Veteran Affairs and the military health system. Coordinate with appropriate Veteran Affair, Tricare, Veteran Service Organizations, and other resources to provide required information and assistance. Participate in the mobilization and demobilization process to brief/advise SCNG Guard members and their families on available entitlements and information resources. Research and resolve issues associated with entitlements when SCNG Guard members and/or their family members encounter problems.
Perform non-clinical case management of wounded and injured SCNG Guard members returning from contingency operations. Facilitate medical care and benefits application to ensure optimal transition of care from the military treatment facilities to the SCNG Guard member’s local community.

Coordinate with Veterans Affair centers through South Carolina to assist law enforcement, court systems, state mental health authorizes and fire departments with awareness concerning Service members and veterans that may need crisis intervention.

Assist JFHQ personnel with the operation of the reintegration programs for SCNG Guard members returning from deployment by obtaining Veterans Affairs support for reintegration activities/events.

Provide advice to the Joint Force Headquarters and coordinate with Family Support Specialist, Employer Support Groups, regarding entitlements available through Department of Veterans Affairs and other Veterans entitlement and benefit programs.

Provide basic and preliminary education and training to State Joint Forces headquarters staff as to the entitlements available through the Veterans Affairs, TRICARE, and Veterans Service Organizations. Work with local, state, and Veteran Integrated Service Network (VISN) Veteran Affairs personnel to meet educational and training requirements.

Provide monthly reports to the State Joint Forces Headquarters J-1 that identify barriers encountered by SCNG Guard members and their families regarding receipt of entitlements and the actions taken to determine trends and areas that require further attention.

Analyze, interpret and clarify changes in the various Veteran Affairs entitlement s and provide updates to Joint Force Headquarters Staff and SCNG Guard members and their Families.

Coordinate and assist the SCNG Military Personnel Office in identifying/tracking SCNG members who have been wounded/injured while on Active Duty status.

As required, participate on councils/teams representing organizational and agencies involved in obtaining, and resolving entitlements and benefits issues for SCNG members or their families.

Assist with creating and executing a detailed Service Coordination and Benefit Outreach plan.

Assist with the facilitation of Employment Service for SCNG Guard members and their family members through the J1.1 Employment Services Office.

Assist with the facilitation of housing assistance for homeless SCNG Guard members and their family members through J1.1 Family Programs, Veterans Service Organizations, Veterans Affairs, Transition Assistance Advisors, Family Assistance Coordinators, federal, state, and local housing assistance organizations.

Assist with the facilitation of education and training services SCNG Guard members and their family members through the SCNG Education Office, Federal, State and local education assistance organizations.

Assist with the facilitation of healthcare and life insurance benefits for SCNG Guard members and their families through Veteran Affairs, Tricare, Veteran Service Organizations, Transition Assistance Advisors and other resources.

Assist with the facilitation of financial management for SCNG Guard members and their family members through J1.1 Family Programs, Veterans Service Organizations, Veterans Affairs, Transition Assistance Advisors, Family Assistance Coordinators, federal, state, and local financial assistance organizations.

Assist with the facilitation of separation and veteran benefits counseling/briefing for SCNG Guard members and their family members through J1.1 Family Programs, Veterans Service Organizations, Veterans Affairs, Transition Assistance Advisors, Family Assistance Coordinators, federal, state, and local veteran assistance organizations.

Provide / support contract personnel training, transition assistance, educational outreach, community outreach, and multiple Veteran-oriented events.

Provide educational briefings to Veterans Service Organizations, Community stakeholders, Commands and Commanders at all levels of the SCNG.

Work closely with numerous external organizations to garner additional resources and support to attain transition assistance program goals and objectives.

Plan for virtual resources and implement a digital support strategy as resources become available.
Work closely with Veterans Service Organizations, VA, Transition Assistance Advisors, Family Assistance Coordinators, Family Programs, Yellow Ribbon Programs and Commanders to ensure enrollment and entitles services are being met. .

Qualifications
Possess, at a minimum, an associate’s degree or equivalent life/work experience in a related field; i.e., veteran’s administration, social services, employment services, human resources.

Possess military experience with a broad knowledge, experience, and skills in the area of military personnel, and human resources, especially as they relate to balancing civilian life with military service.

Possess excellent verbal and written communication skills and knowledge of operations, regulations, policies and SOPs of National Guard, Veteran’s Affairs, Veterans Service Organizations, state and federal Veteran programs.
Possess knowledge of benefits available to Veterans and Dependents and processes required to access benefits.
Be proficient in MS Word, Excel and PowerPoint and Access.
Be able to work with Commanders’ and senior leadership from their units to assess and enroll Guard Member and their family members into the Transition Assistance program.
Be able to contact Service Members, and Family Members as frequently as is necessary until such a time as the SCNG Guard Member or Family Member receives their available benefits.
Be able to interact professionally with all Service and Family Members, community stakeholders, and Federal, State and local Veteran Organizations.
Be able to interface with all external organizations as required to meet all stated performance objectives.
Be able to maintain specific records to document the performance of the Transition Assistance Program.
Be able to travel on a regular basis to perform his or her stated duties.
Be able to conduct training, and provide oral presentations to various size groups
Be able to conduct themselves in a professional manner at all times.
Have a current and valid driver’s license.
Required to pass any necessary background investigations

Place of Performance: Contractors will work primarily at the SCNG Armory in Spartanburg, South Carolina. Contractor personnel will be required to travel throughout the state of South Carolina to various employment services events/activities for short periods of time in support of the J1.1 Directorate for Service Member and Family Care. Some out of state travel may be required.
